Nail house owner hires dummy to protect his house from being forcefully removed

A nail house owner in Jinan is named by Chinese netizens as the most creative nail house owner of China. The most interesting and eye-catching sight is that a dummy is erected on top of the building protecting the nail house owner against forceful eviction.

A nail house owner in Jinan, capital city of East China's Shandong Province, is named by Chinese netizens as the most creative nail house owner of China. The nail house is located near the North Second Ring Road. Chinese national flags are hung on top of and in walls of the nail house and a large banner is held up on the front wall protesting against intentional forceful removal of the house. But the most interesting and eye-catching sight is that a dummy is erected on top of the building, holding a loudspeaker shouting slogans for the nail house owner. It is said that the owner has stayed in his house for several months and the situation is still in a stalemate.

In China, the central government officially owned all the land and real estate built on the land. Private citizens, therefore, did not have a legal right to keep their property if the government decided they should leave.

In March 2007, China passed its first modern private property law. The law prohibits government taking of land, except when it is in the public interest. The law strengthened the position of nail house owners, but the definition of public interest is inexplicit and so the law does not entirely resolve forceful removal of citizens' houses.
