Recently, officials of Henan Province hung up more than a dozen propaganda banners on roadside from Shangqiu City to Yongcheng City warning local farmers not to burn wheat stubbles. The banners using intimidating but easy-to-understand language are regarded as typical Chinese propaganda banners.

One of the banners says: Those burning wheat stubble will be arrested and imprisoned.

And another says: Those burning wheat stubbles in the morning will be detained in the afternoon.

Chinese farmers get used to burning out the wheat stubbles left on the farmland after wheat is harvested. While some Chinese think it is wasting reusable plant and polluting the air, others understand the farmers have to make full use of the limited plot of land and make room for the next season planting by burning out the wheat stubbles.

Chinese local officials also have got used to using intimidating and easy-to-understand languages to warn the residents to do or not to do something instead of patient persuasion. They usually consider themselves as rulers and the residents should just follow their directions.
