A thread saying Chinese have to apply for up to 80 certificates or permits during their whole life have been popular in many major Chinese forums. From womb to tomb, from birth permit to death certificate, Chinese are engaging with certificates and permits throughout their life, and the majority of which are not free. Behind every certificate and permit, it involves helplessness, fatigue, tears, disgust, desperation and submitting money earned with hardworking on the side of the applicants, and involves arrogance, straight face, making money easily with power on the side of the Chinese government. Maybe some day the Chinese need a certificate of being a human, who knows?

In a communist country where the government controls almost every resource and all the human activities, it is not surprising that Chinese have to apply for the biggest number of certificates or permits from the respective government departments of China.

A thread saying Chinese have to apply for up to 80 certificates or permits during their whole life have been popular in many major Chinese forums.

From womb to tomb, from birth permit to death certificate, Chinese are engaging with certificates and permits throughout their life, and the majority of which are not free. Getting many of the certificates and permits are usually a time, energy and money consuming process, which has been harassing many Chinese mentally and physically.

It is not exagerated to say that Chinese can not survive and without certificates and permits issued from the government! Behind every certificate and permit, it usually involves helplessness, fatigue, tears, disgust, desperation and submitting money earned with hardworking on the side of the applicants, and involves arrogance, straight face, making money easily with power on the side of the government.

From the long list of different certificates and permits, a list of 20 have been voted as the hardest-to-get and most annoying certificates or permits that Chinese have to apply for from the authorities.

The list was drafted out based on the mentally harassing index, physically harassing index and annoying index. Each index is graded in ten levels. Let us have look of the list.

No. 20: CET-4 and CET-6 (College English Test Level 4 and Level 6) certificates indicating English knowledge level of the carriers. Mentally harassing index: 2/10, Physically harassing index:1/10 , and Annoying index: 1/10.

No. 19: Temporary residential permit and residence permit. Mentally harassing index: 3/10, Physically harassing index: 2/10, and Annoying index: 2/10. These two permits allow a citizen to work and live in a city where they were not born or their permanent residence is not registered in.

No. 18: Unemployment certificate or certificate of being unemployed. Mentally harassing index: 4/10, Physically harassing index: 2/10, and Annoying index: 3/10. This certificate that allows you to receive the usually minimal unemployment relief from Chinese governmnent.

No. 17: Social security certificate. Mentally harassing index: 4/10, Physically harassing index: 3/10, and Annoying index: 3/10. This certificate allows the bearer to receive pension, enjoy discounted medical care. The importance of it is needless to say and it is understandable that some call it "certificate for survival".

No. 16: Driving license. Mentally harassing index: 4/10, Physically harassing index: 4/10, and Annoying index: 3/10.

No. 15: Passport. Mentally harassing index: 4/10, Physically harassing index: 4/10, and Annoying index: 3/10.

No. 14: Not committed a crime certificate or paper certifying no criminal record. Mentally harassing index: 5/10, Physically harassing index: 5/10, and Annoying index: 4/10.

No. 13: Retiree certificate or retiring permit. Mentally harassing index: 6/10, Physically harassing index: 5/10, and Annoying index: 4/10.

No. 12: Certificate of being old person. Mentally harassing index: 6/10, Physically harassing index: 6/10, and Annoying index: 5/10. This certificate allows the aged to enjoy some privileges such as taking a bus free.

No. 11: Glory certificate for having single child. Mentally harassing index: 7/10, Physically harassing index: 6/10, and Annoying index: 5/10. It is a certificate granted to those Chinese parents that have only one child as a product of China's strictly enforced one-child policy.

No. 10: Marriage certificate and divorce certificate. Mentally harassing index: 7/10, Physically harassing index: 7/10, and Annoying index: 6/10. These two certificates have to be applied in Hukou place of either party.

No. 9: Chinese communist party membership certificate. Mentally harassing index: 7/10, Physically harassing index: 7/10, and Annoying index: 6/10. Every Chinese knows a party membership means huge benefits and privileges and a stepping stone to fortune, prosperity and power in China. It takes a candidate at least one year to be accepted by the great party from the time when an application is submitted. Anyway the good point is that it does not matter whether you really believe in communism.

No. 8: Birth certificate. Mentally harassing index: 7/10, Physically harassing index: 8/10, and Annoying index: 7/10. As soon as you were born, you should have a certificate to show the authority that you are legal.

No. 7: Birth permit called by ordinary Chinese, but actually the government names it far more pleasant: Family planning serving certificate. Mentally harassing index: 8/10, Physically harassing index: 8/10, and Annoying index: 7/10. Without this birth permit, you may be killed at every time point during your 10-month lifetime in your mother's abdomen by your craven parents or forcefully by the family planning cadres.

No. 6: Birth permit for the second child. Mentally harassing index:9 /10, Physically harassing index: 8/10, and Annoying index: 8/10. China allows second birth for parents in rural area if the first baby is a girl and parents in cities who are both single child. But to get the permit, you have to submit piles of documents, other permits, certificates and of course, money to various government departments. The daunting procedure has prevented many Chinese from just thinking of having a second baby.

No. 5: Not-dead certificate or paper certifying you are not dead. Mentally harassing index: 9/10, Physically harassing index: 8/10, and Annoying index: 8/10. A living human in front of the powerful government officials can only testify he/she is not dead by showing a not-dead certificate issued by another government department.

No. 4: Disability certificate. Mentally harassing index: 9/10, Physically harassing index: 9/10, and Annoying index: 8/10. It is easy to check with the eyes whether a person is handicapped or not, but all public bus, metro system and other government related service providers that can provide some discounted or free service for disabled people only care if you bear a disability certificate.

No. 3: Property ownership certificate. Mentally harassing index: 9/10, Physically harassing index: 9/10, and Annoying index: 9/10. For many ordinary Chinese, their lifetime dream is just owning an apartment and having a property ownership certificate. With property prices rocketing to sky high during the last decade from 2000 RMB to 20000 RMB per square meters, Chinese find their dream is harder and harder to be realized, and if realized, it usually means a lifetime burden on them or a significant decline of living standard.

No. 2: Death certificate. Mentally harassing index: 9/10, Physically harassing index: 9/10, and Annoying index: 9/10. A living person has to testify he/she is not dead, a dead person is required to have it testified that he/she is not alive.

No. 1: Cremation certificate. Mentally harassing index: 10/10, Physically harassing index: 10/10, and Annoying index: 10/10. Without cremation certificate a dead Chinese is not allowed to be buried! Most Chinese local governments require dead Chinese first be burned in government-sanctioned crematoriums before being buried, which usually cost several hundred to several thousand RMB.
